Citizenship: The applicant must be an Indian citizen. Age Limit: The candidate should be at least 21 years old and not more than 42 years as on 1st January 2025. He/she must not have been born before 2nd January 1983 or after 1st January 2004. The upper age limit is relaxed by 5 years for SC/ST/SEBC/Women/Ex-Servicemen and by 10 years for PwD candidates with 40% or more permanent disability. PwD candidates belonging to SC/ST/SEBC categories can get combined age relaxation benefits. Educational Qualification (Essential): The candidate must have a Bachelor’s Degree from a University established by a Central or State Act in India, an institution set up by an Act of Parliament, a deemed University under Section-3 of the UGC Act, 1956, or a foreign University approved by the Central Government from time to time. Odia Language Requirement: The applicant must be able to read, write, and speak Odia. He/she must have: - Passed Middle School Examination with Odia as a subject, or
- Passed High School Certificate or equivalent exam with Odia as the medium in non-language subjects, or

Recruitment Procedure |
The Combined Competitive Recruitment Examination will include the following stages: Preliminary Examination: This is an objective-type test conducted to shortlist candidates for the Main Examination. It has two compulsory papers with Multiple Choice Questions: - General Studies Paper-I (200 marks)
- General Studies Paper-II (200 marks)
- Each paper is of 2 hours duration.
General Studies Paper-II is only qualifying in nature and requires a minimum of 33 marks. Selection for the Main Examination is based on marks scored in General Studies Paper-I, provided Paper-II is qualified as per rules. There will be negative marking. For every wrong answer, one-third (0.33) of the marks allotted to that question will be deducted. If more than one answer is marked for a question, it will be treated as an incorrect answer. Main Examination: The written Main Examination consists of nine papers: - Part-I: Two qualifying language papers (Odia and English)
- Part-II: Seven papers including Essay, General Studies-I, II, III, IV, and two papers of one Optional subject
Marks obtained in Part-II papers and the Interview are considered for final ranking. The language papers in Part-I are only qualifying and their marks are not counted for ranking. Interview (Personality Test): The Interview carries 250 marks. The final merit list is prepared based on the total marks secured in the Main Written Examination (Part-II papers) and the Interview. Candidates are assigned to different Services according to their rank and the preferences given by them. |
General Guidelines / Instructions |
- The rules of the Odisha Conduct of Examinations Act, 1988 will apply. Any misconduct or unfair practice during the examination may lead to disciplinary action and even criminal proceedings.
- The penalty rules mentioned under Rule-18 of the Odisha Civil Services Combined Competitive Recruitment Examination Rules, 1991 will be applicable.
- Reservation and age relaxation benefits for SC, ST, and SEBC candidates are available only to those belonging to these categories in Odisha.
- The community or caste category selected in the online application will be treated as final and cannot be changed later.
- This advertisement does not guarantee appointment. The number of vacancies may increase or decrease without prior notice based on government requirements.
- Providing false information or hiding important details in the online form will lead to cancellation of candidature and other penalties as decided by the Commission.
