Required Qualifications and Conditions

 

Citizenship:
The applicant must be an Indian citizen.

Age Limit:
The candidate should be at least 21 years old and not more than 42 years as on 1st January 2025. He/she must not have been born before 2nd January 1983 or after 1st January 2004.
The upper age limit is relaxed by 5 years for SC/ST/SEBC/Women/Ex-Servicemen and by 10 years for PwD candidates with 40% or more permanent disability. PwD candidates belonging to SC/ST/SEBC categories can get combined age relaxation benefits.

Educational Qualification (Essential):
The candidate must have a Bachelor’s Degree from a University established by a Central or State Act in India, an institution set up by an Act of Parliament, a deemed University under Section-3 of the UGC Act, 1956, or a foreign University approved by the Central Government from time to time.

Odia Language Requirement:
The applicant must be able to read, write, and speak Odia. He/she must have:

 

  • Passed Middle School Examination with Odia as a subject, or
  • Passed High School Certificate or equivalent exam with Odia as the medium in non-language subjects, or
  • Passed Class VII final exam with Odia as a subject from a recognized school, or
  • Passed a Middle English School standard Odia test conducted by the Government of Odisha.

Marital Status Condition:
A candidate having more than one living spouse, or a woman candidate married to a person who already has a living spouse, is not eligible unless the State Government grants exemption.

Government Employees:
Temporary or permanent government employees can apply if they meet the required qualifications, fall within the age limit, and produce a No Objection Certificate from the competent authority.

Character and Health:
The candidate must have good moral conduct, sound mental and physical health, and should not have any physical defect that may affect the proper performance of duties.

Age Criteria

 

  • Minimum Age: 21 years
  • Maximum Age: 42 years

The applicant must not be born before 02/01/1983 and not after 01/01/2004.

The upper age limit is relaxed by 5 years for candidates belonging to SC, ST, SEBC, Women, and Ex-Servicemen categories.

For Persons with Disabilities (PwD) with 40% or more permanent disability, the upper age limit is relaxed by 10 years. PwD candidates from SC/ST/SEBC categories can avail combined age relaxation benefits.

 

Application Fee Details

 

Candidates other than those belonging to SC, ST, and PwD categories must pay an examination fee of Rs. 700/- (Rupees Seven Hundred only). 

Mode of Payment:

  • The fee should be paid online while submitting the Online Application Form through Credit Card, Debit Card, UPI, Net Banking, Wallet, etc. 
  • The examination fee will be refunded only to candidates who appear in both papers of the Preliminary Examination.
  • Applications submitted without payment of the required fee (except for SC/ST/PwD candidates) will be considered incomplete and will be rejected. 
  • Applicants must provide their bank account information in the Online Application Form to receive the refund, if applicable.

Recruitment Procedure

 

The Combined Competitive Recruitment Examination will include the following stages: 

Preliminary Examination:
This is an objective-type test conducted to shortlist candidates for the Main Examination. It has two compulsory papers with Multiple Choice Questions:

  • General Studies Paper-I (200 marks)
  • General Studies Paper-II (200 marks)
  • Each paper is of 2 hours duration.

General Studies Paper-II is only qualifying in nature and requires a minimum of 33 marks. Selection for the Main Examination is based on marks scored in General Studies Paper-I, provided Paper-II is qualified as per rules.

There will be negative marking. For every wrong answer, one-third (0.33) of the marks allotted to that question will be deducted. If more than one answer is marked for a question, it will be treated as an incorrect answer.

Main Examination:
The written Main Examination consists of nine papers:

  • Part-I: Two qualifying language papers (Odia and English)
  • Part-II: Seven papers including Essay, General Studies-I, II, III, IV, and two papers of one Optional subject 

Marks obtained in Part-II papers and the Interview are considered for final ranking. The language papers in Part-I are only qualifying and their marks are not counted for ranking.

Interview (Personality Test):
The Interview carries 250 marks. The final merit list is prepared based on the total marks secured in the Main Written Examination (Part-II papers) and the Interview.

Candidates are assigned to different Services according to their rank and the preferences given by them.

 

General Guidelines / Instructions

 

  • The rules of the Odisha Conduct of Examinations Act, 1988 will apply. Any misconduct or unfair practice during the examination may lead to disciplinary action and even criminal proceedings.
  • The penalty rules mentioned under Rule-18 of the Odisha Civil Services Combined Competitive Recruitment Examination Rules, 1991 will be applicable.
  • Reservation and age relaxation benefits for SC, ST, and SEBC candidates are available only to those belonging to these categories in Odisha.
  • The community or caste category selected in the online application will be treated as final and cannot be changed later.
  • This advertisement does not guarantee appointment. The number of vacancies may increase or decrease without prior notice based on government requirements.
  • Providing false information or hiding important details in the online form will lead to cancellation of candidature and other penalties as decided by the Commission.
  • Being included in the merit list does not automatically give the right to appointment. Final appointment depends on the Government’s satisfaction after necessary verification.
  • Requests to withdraw the application or change the category will not be accepted.
  • Candidates should carefully select their service or post preference while filling the form, as changes will not be allowed after submission.
  • Candidates must write their answers in their own handwriting. Only PwD candidates with approved disabilities may use a scribe according to the prescribed rules.

  • Candidates should carefully read the detailed advertisement available on the website of Odisha Public Service Commission before filling out the Online Application Form.
  • Applicants must submit their application only through the official OPSC website (https://opsc.gov.in).
  • The online registration and examination fee payment link will remain active from 20/01/2026 to 20/02/2026 up to 5:00 P.M.
  • The final date to submit the completed online application form is 27/02/2026 by 5:00 P.M.
  • Applications sent through any method other than online mode will not be accepted and will be rejected directly.
  • After the Main Written Examination result is announced, candidates shortlisted for the Interview/Personality Test must bring a printed copy of the online application along with photocopies of required documents, as mentioned in the advertisement, at the time of document verification.
